緣起

為了實踐美化和活化維港兩岸的計劃，行政長官在『二○○八至○九年施政報告』中表示，發展局會統籌各政府部門的工作，並成立專責小組，探討中長期重新規劃的可行性，改善海濱的暢達程度。局方並會與相關的區議會合作，落實海濱長廊的工程。

故此，中西區區議會已在2008年11月4日及2009年4月9日的會議中，討論中西區的海濱發展，並設立工作小組跟進興建中西區海濱長廊計劃。現時，中西區海濱長廊只建成上環段，但前屠房至海傍道巴士站、山市街至中山公園的一段該如何建造，政府部門仍未有實質建議。

Background

The Chief Executive announced in his 2008-09 Policy Address that the Development Bureau would co-ordinate the work of different government departments to ensure the effective implementation of projects to beautify and revitalise the harbourfront areas.  The Bureau would set up a task force to study the feasibility of conducting medium and long-term re-planning of the harbour, improve the accessibility of the harbourfront and, in consultation with District Councils, proceed with the construction of harbourfront.

After discussing the topic of harbourfront development in the meetings on 4 November 2008 and 9 April 2009, the Central & Western District Council (C&WDC) set up a working group to follow up the development of the Central & Western District harbourfront.  For the time being, only the Sheung Wan section is completed.  No concrete proposal has been put forward so far by the government in relation to the area between the former abattoir and the bus stop at New Praya Kennedy Town, and the area between Sands Street and Sun Yat Sen Memorial Park.

C&WDC resolved in the 13th  meeting on 18 March this year that the Working Group on Beautification & Enhancement of Central & Western District Harbourfront should organise a Western District Harbourfront Planning Competition to pave way for the development of a continuous harbourfront in the Central & Western District.

目的

比賽的目的是就如何興建連貫的中西區海濱長廊進行規劃比賽，收集專業人士及地區人士就西區海濱發展的意見，讓夢想中的中西區海濱長廊可以早日實現。

Objective

The Competition aims at collecting professional and local ideas on the development of the Western District harbourfront with a view to construct a complete harbourfront in the Central & Western District.

規劃範圍

由西區副食品批發市場開始，西至西寧街堅尼地城臨時遊樂場。請詳見此條款附件：「西區海濱長廊規劃比賽」設計範圍，有關地圖也可在本網站取得。而有關地點的詳細圖則請參考法定圖則綜合網站。

Scheme area

The scheme area stretches from the Western Wholesale Food Market to the Kennedy Town Temporary Recreational Ground at Sai Ning Street.  Please refer to the Annex – Scheme area of the Western District Harbourfront Planning Competition– for details.
